Anyone know what this is for?

Found this just under the steering wheel no idea what it is or for, isnt an air vent well so i think as no air comes out if on every differnt setting

It's an airvent,
It connects via a cheap plastic pipe up toward the center console (they just push together)
Look under the lower plastics and see if the cnnector pipe is there, if it isn't, the air will just pump out from the pipe in the CC.
